is it illegal to put neutral on ground bar in bonded can

Panel has 8" sq bonding plate from neutral buss to can; am I wrong putting neutral conductor on ground bar from seu feeder?
 
The only time the neutral can be connected to a buss that is connected to the can is on a service panel.

That's what this is, which is why it has the plate instead of a screw. I tried to explain that but didn't have the book with me. Thanks for the response.

Guy was adamant about failing something and after the 15th thing he was wrong on I finally gave in so we can get this customers power back on.

This inspector is actually trying to debate the quality of the metal in the can as a return path.
 
Apparently I misunderstood your question.
I thought you were questioning placing a neutral on a bar that was bonded to the can (as in some "service only" loadcenters).
I agree that a neutral should not be terminated on a grounding buss (terminal strip) that is designed and identified for grounding terminals.

I have to disagree with Augie, the incoming grounded conductor, from the SE cable, should not land on the can, but on the the neutral buss. The EGC's, shall be connected to that bus via the MBJ. No neutral current should flow on the MBJ
