No, they do not contradict.
110.26(E)(1)(a) says the space extending to 6' above electrical equipment shall not contain pipes, ducts, etc.
110.26(E)(1)(b) says the space HIGHER than the 6' above electrical equipment is permitted contain pipes, ducts, etc.
