Is it legal to wire a light to an Exit sign?

I am at a church where they want to wire an LED light to an LED exit sign so it will stay lite 24/7. Is that legal? Plus the LED light has a switch that is behind the exit light in case you want to turn it off, but you have to climb on something to do that. Also, the LED light cord (even though is a regular cord) is just up against the wall and not protected.
