is it legel to put a 480 3 phase rec. above water?

I can not find in the NEC where it say anything about putting a 3 phase 480 volt rec. above water??

Welcome to the forum.

There is no NEC prohibition for installing a 3 phase 480 volt receptacle above a source of water.

Is the "water" an ocean, lake, or river (i.e., is this a marina)? If so, 555 might have something to say about the situation.

the water is an open tank. I work at paper mill and the saftey committee wants to have these put in for sump pumps instead of running cords cross floors. (the sump pumps are not permanet)

I strongly recommend these Meltric plugs and receptacles if you do go ahead, they are rated for wet locations and the receptacle has a permanent spring loaded cover to protect the receptacle when the plug is not installed.

I second that. They're pricey, if I recall, but I like them--they sent me a sample.
