Is it permitted to bring multiple wires with ground lugs to a single ground stud, or do I need to combine the wires together in a wire nut, then run a single ground wire with a lug to the stud. Ref attached.

Based on your sketch, IMO either way is compliant.
One thing our ETL guys write up in things we make is multiple grounding lugs on a given screw. I'm not sure why they don't like that, but they don't and that is one of the things we seem to have to always change. They also don't like white wires for grounds, and most aircraft wire is white. Got to keep telling the techs to get green wire and one lug per screw...
