IN THE STATE OF FLORIDA, IS AN EMERGENCY GENRATOR REQUIRED BY LAW OR CODE FOR A MUNICIPAL FIRE DEPT. FIRE TRUCK GARAGE , THIS GARAGE IS WHERE
THE FIRE AND EMG. VEHICLES ARE PARKED FOR DISPATCH.

WOULD THIS GENERATOR BE CLASSIFIED AS OPTIONAL OR LEGALLY REQUIRED?

If required by law then it would be a legally required standby system. I can't tell you if it is required though.

Has anyone contractually told you that NEC Section 708 is required (it only applies when the government people say so, or someone wants to pay a lot extra for voluntary compliance)

You need to review Chapter 27 of the Florida Building Code.

Ask the Architect what occupancy the building is.

here most, if not all, essential services buildings have a generator, (PD, FD, hospitals, EOC's, etc) Not sure if it's a law or just really good practice, it would be awful, in an emergency, if you couldn't reach 911 because they didn't have power for their phones.

In small towns here the fire departments are all volunteer, nobody is on site at all times at the fire stations. Newer fire stations have been including standby generators, but as an optional standby system. Fire fighters get notified via pagers when there is a call and then go to the fire station. If there would be no power hopefully they know how to manually open overhead doors, which could fail even if there is power anyway. 911 services do have legally required standby systems though.
