Is Metal Fence in parking garage acceptable by NEC to protect electrical meters from physical damage?

We propose to put (2) meters bank, (70) meters in total, which requires 20' wall space in parking garage. Can we just build metal fence with doors in front of those meters rather than build an electrical room? Is that acceptable by NEC?

NEC requires protection from physical damage. It does not specify what or how. Take a look at 110.26 and check on your POCO requirements.An electrical room would be good as parking garages tend to be dirty. And perhaps some bollards.
