Is nema 10-30 legally allowed for new installation?

Hi Friends,
I've read few posts saying that they are outlawed since 1996 but couldn't find any actual documents.
I recently got a tesla and am trying to install a new receptacles in my garage. My place is a townhome built in 2015 and the builder had a dedicated 30 amps breaker and 10 awg wire with an empty outlet box. so the easiest way to install new a receptacle on that spot.
However my electrician proposed and installed nema 10-30. I know it's part of the my fault not noticing 10-30 because I'm expecting 14-30.
but is t even safe to use 10-30 for ev charging?
Well for more context, they initially proposed 14-50 and I pointed it out so they changed it to 10-30.

I am closing this thread in accordance with forum rules. We are not permitted to assist a person who is not an electrician and who plans to perform their own electrical installation work.
