Russ with the newer ALU. wires on the market most manufactures don't require anti-oxidizing grease any more, even tho I still think it is a good idea the NEC treats this as a manufacture instruction and only has to be installed when the manufacture requires it in it's " UL listed installation instructions" Other than that it is a design issue that the NEC doesn't deal with. "Sad to say"

In addition the reply above, which is right on, see 110.14 and notice that if anti-oxidant compound is used, it must be used in the manner in which it was listed. This typically doesn't include just squirting a bunch of it on a wire like it is toothpaste

In addtion to Ryan's answer I have seen instructions that tell you to wire brush the goop into the wire, wire brush first, don't wire brush at all.
