Is the main disconnect adequate?

Does opening of the main disconnect in a control panel suffice in allowing a person to service a control panel without PPE even though there is still power at the top of the disconnect or breaker?

I have been seeing a second disconnect located nest to the panel so there is no power inside the control panel.

Any thoughts?

Technically, the line terminals are still hot and present a risk of exposure to arc flash energy, requipring the appropriate PPE for the amount of energy involved.

If the supply side of the main disconnect is shielded, placed in a separate closed compartment, etc. it possibly could be deemed safe, but I think many have gone with external main disconnect to help avoid any confusion with this.
