Is the meter the first disconnect?

Hung 320 amp meter and loop for a wind farm. They did not put breaker box below the meter. They ran 3 wires, I suggested they put on a breaker box. Foreman said if they put box on below the meter, this makes this the first disconnect, and they will have to run another wire. Opinions on this, Thank you, Bob Appell

Foreman is correct.

You would also need a GES there.

If the meter is mounted on a pole then the do not need a disconnect below the meter as long as the service conductors are outside a building. Once it enters a building then there needs to be a disconnect as near as possible to the entry into the building. A meter is not a disconnect

What grounds the meter on any service? A grounding electrode is required but it does not ground the meter.
