Is the nonconductive coating "ALWAYS" required to be removed for bonding and grounding electrical equipment?

I have a hard time figuring out how enhanced conductivity of parts, as opposed to mechanical design of parts, could ever overcome a non conductive coating.
That sounds like a hallucination of a generative AI answer to me!
I would not call a grease containing sharp conductive particles, for example, "enhanced conductivity". Nor would I apply that term to paint thinner.
 
Why don't the manufacturers just use conductive paint?
Environmental regulations forbid the broad use of many of them and they are very expensive. Next time your at a boat shop or marina look at the cost of 1 QUART of copper anti fowling paint. $69 for West Marine's featured product. You only need to remove the paint from small spots and that only occasionally. Having the entire panel enclosure conductive is not worth doing.
