Is there a code that requires a Polyphaser to be (1) Outside and (2) in a Box?

I've been seeing them this way for many years now.
We take our Antenna cables for our Radios, and feed them through a Polyphaser in a NEMA3 or NEMA4 enclosure outside,
with the Bus Bar attached to a 4/0 down comer before we send them into the Equipment Room in the Building.
Is their a Code or Requirement that states this, or is it a Trade Practice?
Can a Polyphaser be mounted on a Bus Bar inside a Building?
Personally I don't see why not, but if I do it, I'm sure I'll be criticized and asked to redo it.

It would help if you e explain what a polyphaser is...I have installed around 75. Mine went just inside the building, on a ground bar, with the bonding jumper going back oudfe to the building GES. As far as cofe, what fo the instuctions say as far as being outside.
