Is there an Eaton BR compatible double pole AFCI or AFCI/GFCI?
I'd want this for running a single cable for two 20A outlet circuits.

Does anyone other than Eaton make BR breakers?
 
The BR (Bryant) line is owned by Eaton so no other company makes BR breakers.

I'm sure they offer a 2-pole AFCI but as far as I know no manufactures make 2-pole Dual Function breakers. I would never run a new AFCI circuit as a multi wire circuit. Use a cable that has separate neutrals (12/2/2 NM cable) or use 2 cables.
 
Siemens makes double pole combination AFCI devices that would likely fit, but I doubt they are listed for use in Eaton panels. Eg Q220AFCP
 
I have existing multiwire circuits, and a new BR panel going in, thus the interest in two pole AFCI/GFCI.

Yes, Eaton breakers are 'UL Classified' for Siemens panels, suggesting that Siemens breakers will work in the corresponding Eaton panels. However this has not been officially tested.

For my personal (DIY) use, this was a factor in selecting a Siemens panel. I knew that I could run MWBCs yet comply with AFCI requirements.

Eaton makes a 2 pole BR AFCI breaker (BRL220CAF). The do not offer a 2-pole Dual Function (AF/GFCI). I don't believe any manufacture offers 2-DF breaker.
