Is this a code violation?

We recently added some electrical systems to our existing industrial manfuacturing facility. A week after the electrical contractor finished the conduit installtion, I noticed that someone in our fabrication team made these clever tool/supply hanging brackets. I believe that somewhere in the code this is considered a violation becuase these items would be considered a foreign system. Not sure though, any thoughts would be greatly appreciated.

300.11 (B). It does not appear to follow any of the conditions, so I would say violation.

Sorta reminds me of how electrical closets become toilet paper and wheelie garbage can janitor storage afte occupancy!

I don't see anything that makes me jump back and say, 'HOLY HANGERS BATMAN! YOU CAN'T DO THAT!' :D

But yes, it's a violation.
