Is this a faulty transformer

Bought a vista 600 watt low voltage transformer. The 12 multi taps are reading 12.5 volts.

Input voltage is 118 VAC. Why am i getting a 12.5 reading? Stranger is that my reading at the end of a 95 foot run of 12/2 wire is also12.5v. Shouldn't I be getting a voltage drop off? Does this point to pssibly a faulty volt meter?

At 12.5, the like span of my LV halogens bulbs will be reduced. Would like to have 11.5 or thereabouts.

And i would think that theinput reading will not have a bearing on my 12 v taps (all three 12 v taps are 12.5 to 12.8 VAC.

Any comments? Thx
