What dictates the size of the bonding jumper required for Rigid Metal Conduit stubups if there are multiple involved?

Are you referring to a feeder? If so each bonding jumper is sized according to T250.122 and the OCPD size.

What if you have several feeders being stubbed up in several rigid metal conduits? Could you bond them all together based on the largest feeder?
