I feel it's not. For one the neutral bond should be no smaller than the largest current carrying conductor As also the secondary should be grounded to XO It might be I'd have to look closer these were secretly taken as well as the 600 volt primary 150kva X former is way oversized for a 480/277 secondary. Am I right or just missing something ?

The bond should be based on the size of the current carrying conductor but not the same size.

What do you mean here. Not enough information given to know what you think may be wrong with that aspect. I will say too much transformer typically doesn't hurt anything in comparison to not enough transformer.
