Is this hardware needed...

If you has underground run of say 1-1/2" conduit with say #4's in it that was running to several 24" underground pull boxes where you may or may not splice would you have to have racks/arms in the box? If not how would the wire/splice be supported in the box?

Huh? What is the coil piece you refer to ? You mean a zip tie coiled up?

I think he means coil up your slack and zip tie it together, leave this zip tied coil of wire sitting at the bottom of the box.
