Is This Install legal/safe

A fella flagged me down when i was grabbing me my coffee and said he has not power to his sign so I followed him accross the street. checked it out. whoever hooked it up before ran like sj/soow cord 15-20 feet off the soffit of the building from box to box mid air to the commercial sign this is a strip mall. with strain relief connectors. I have never done or seen this before I always go underground is this legal if so is it correct? if not is there a right way to go about this? the connector must of fell out and pulled the wire off the wirenuts.( thats why its not working). I pre thank you for any ideas. or I will chip up the concrete and go underground.

I do not believe that SO cord is suitable for this type of installation.

I don't know that it has to go underground, as I think you can feed branch circuits aerially, but it might just be easier to do it underground.

I believe SOW is acceptable in this situation, as long as it has a messenger. You can also use UF [with messenger], because it is rated for sunlight.

I never ever think to go overhead with anything thats why Im confused I understand you could go from say barn to barn with overhead triplex but that seems overdoing it. You could dangle cable from atop a factory to the floor say 30 feet with a strain relief so 15 feet outside seems reasonable but it is outside so. thats where im at. Legal is key. I told this guy I would get back to him... ha. I enjoy the challange.

Where is the sign located to the building, in the parking lot?
If it's commerical parking lot isn't its that at least 15' clear.
You might have to put up a mast on the sign.

You have to make or define a deticated circuit for your sign, No?

I'd be concerned of busting concrete around the pole of the sign the pad for that might be large of up to 18". Can you see the poles concerte apron or is it at the bottom of the aspalt/concrete?
