Phone Co. attached to the service entrance pipe. Then ran there wires down the mast and used some cable ties, into there box. If I do this service change, and have to remove this, will I have to put it back. Thank you.

I wouldn't think so, since they used something that is not intended to be used for that application.

Not allowed by the NEC either:

230.28 Service Masts as Supports.
Where a service mast is used for the support of service-drop conductors, it shall be of adequate strength or be supported by braces or guys to withstand safely the strain imposed by the service drop. Where raceway-type service masts are used, all raceway fittings shall be identified for use with service masts. Only power service-drop conductors shall be permitted to be attached to a service mast.

As a courtesy, tell the customer to call the phone company and tell them they will have to remove their drop from your service. Tell them the electrician will be cutting any wires attached to the service.
