Is this LOTO legal?

So, I started a kitchen remodel this morning. Total redo, this one is... right down to the studs and subfloor.

Went out to start gutting it (electrically, that is), and I started by turning off all the kitchen circuits (SABCs, DW, range, oven, etc.).

Went and got my LOTO kit, and I only had 4 padlocks for locking out 9 ciruits.

So I improvised a bit. Instead of several padlocks, I used a cable.

While not perfect, is this legal?:

Those are great when you don't want to use ten different locks and need to lock out more than one breaker. We use a similar model all of the time.

I have seen this done many times on MCC's when needing to lock out multiple buckets at the same time. Legal? I don't know. Effective? Definitely.
 
I don't see anything wrong with it. If I have any fear on a job sight of LOTO not being understood or ignored, I pull the breakers.
