Is this scuffed wire a concern?

I don't see any exposed wire, but the wire is scuffed and touching the grounding busbar. Any thoughts on if it should be repaired or left alone?

Looks like it's only the nylon jacket that's affected so it's probably fine as is.

The nylon jacket plays no part in the dielectric strength of the insulation. I think it is actually removed for the NRTL testing and listing. IOW's, no problem.

I would tape it and get that pressure off that ground bar, its dug in kinda deep.
Easy fix

This is going into a 70A breaker…I believe it is just the jacket as there are a few copper wires coming out of it (not insulated wires) going into the breaker.

Just to be safe, could it be removed and taped? It didn’t have this scuff originally, but the wires needed to be unfed/re-fed and I believe the scuff occurred while trying to move within the box.
