A customer wants an island outlet under the bar side countertop. I’m pretty sure that overhang can’t be more than 6”. Correct?
What code cycle you quoting from?Correct.If for required outlets per 210.52(C)(2). You’ll find the 6” description at 210.52(C)(3)(3).

Maybe it's been moved to 210.52(C)5 exception in 2017? There it state receptacle placement of the required receptacle be not more than 12in below countertop surface but it cannot be located and counted as 1 of required receptacle if countertop extends more than 6 inches past the support base. So that appears that a receptacle can be placed there but if the overhang is too large it cant count as a required one.It has been there a long time....many code cycles

This seems to be the only reference in 210.52 to 6 inches.

If no Sink or water source is Present then only 1 Counter outlet is needed.
I think he means the rule that only one outlet is needed per island if it is not cut in two by a sink or cooktop ? And then it can still be only one outlet required per island if the countertop is 12" or wider that goes around the sink. Could that be what he meant ?
