Rob has given you the correct answer, but I will elaborate a bit. You are not creating an IG, you are creating a NEW GROUND REFERENCE POINT, near the point of use. This greatly reduces the amount of Common Mode Noise that has been induced via Ground Loops, or multiple-current paths in ground circuit upstream of the established referenced ground point at the service entrance.
Now as to whether or not running IGR from the isolation transformer will buy you anything or not is debatable as it is impossible for the IRG to remove any noise.
