Isolated Ground Confused

Ok if you had a building formally a house and you wanted to have a isolated ground how would wire the panel. This house has a 125A service and we are going to change it to a 200A service.
I have seen and heard of so many different ways of doing this.
No UPS No islosated ground transformer.
Can you get a true isolated ground system?
And How?

If it is a wood framed house, use romex, and plastic boxes then all the circuits are IGR.

You already have it. If all neutrals are free of downstream grounds. Test for this and yopu are free to go.
