It could be used for either, but given there is already a neutral bar, it was likely intended for an isolated ground.

It can also be used as the equipment grounding bar as long as a path to the feeder EGC is provided.

Yes, all your egc's and iso grounds can terminate at the same grounding bar in the panel.
While I agree that they can all terminate at the grounding bar in the panel, it is expected that the isolated ground conductor terminate at the main or system bonding jumper. The isolated conductor is permitted to pass through panels and enclosures without a connection to get back to the main or system bonding jumper. It would connect at the main bonding jumper for a service supplied system, and at the system bonding jumper for a system supplied from a SDS.
