using 300.3(1) the Exception
and 310.15(3)(3)
if I install pvc conduits underground from a utility x-former into a pit directly under switchgear and the exposed cable from the ends of my conduit to the lugs on the gear is less than 10 feet can I put 4 wires in the conduit without ampacity adjustment.

You would have 4 current carrying conductors in the conduit and would have to apply the 80% adjustment factor.

Adjustment wouldn't apply to ONLY that part entering and leaving the trench. Adjustment and correction will apply to the underground portion.
