Isolated power-pole mounted 320A meter base require GEC & ground rods?

Unable to find code requiring, or not requiring.

2 1/2" PVC conduit riser to line-side overhead, then load-side 3" PVC conduit in trench 150' to side-by-side 200A distribution panels (with GEC).
But does the isolated meter base with no disconnects or distribution require it's own GEC?

Per the NEC no, but the POCO may. The connection of the GEC is required to be accessible, with the meter socket sealed, it is not. Our AHJs will allow the connection if the POCO requires ground rods
