It rooms are covered by article 645. Not sure if the grounding requirements are in there, however the grounding requirements would be found in articles 725, 770, 800, 820, and I believe 840 for the 2017 NEC.

If you're going to be doing lots of it rooms, data centers, and the like, you should pick up a set of Telecommunication Distribution Method Manuals (TDMM). The 2003 set that I have, each book is roughly double the size of the 2014 NEC, and there are two books to the set. I am sure they have not grown smaller over time...
 
I never thought to ask that. I always thought it was done for convenience for the individual ISPs to ground their cabinets/equipment without having to go into the main gear.
