I don't think two grounded conductors under one terminal has ever been compliant. It was part of the listing instructions. The only reason it is now in the code is because installers were not reading the label on the panel.Double wires on breakers and neutral bar although the 2 wires under one lug for the neutral may have been compliant when it was installed. White wire used as a hot may not be taped.
Is there a neutral feeding the panel? Don't know if I'm not seeing or it or if it's not there.
Also, can somebody explain to me the 4-pole main breaker?
On a picky violation note, my guess is that panel is rated for that many double breakers to go with all those full size breakers.
