J box in floor slab on and above grade

I will be installing a junction box in a floor to connect theater seat aisle lighting. it will be under the seat and needs to be flush so it looks nice. It will simply require a cord connector on the cover of box to connect the cord that comes with the seats. Can someone confirm that as long as the box does not contain a receptacle, that I do not have to use a box listed for use in floor? In above grade (balcony with concrete floor deck) areas I am thinking that a 1 gang masonry box and handy cover with a 1/2" K.O. would be OK. Not sure what I would do with the ones at slab on grade.....maybe a PVC FS box??. Just do not want to spend $120.00 on "floor boxes".

314.27 Outlet Boxes.(B) Floor Boxes. Boxes listed specifically for this application shall be used for receptacles located in the floor.

Exception: Where the authority having jurisdiction judges them free from likely exposure to physical damage, moisture, and dirt, boxes located in elevated floors of show windows and similar locations shall be permitted to be other than those listed for floor applications. Receptacles and covers shall be listed as an assembly for this type of location.
 
The NFPA has as it's own index on Theaters-Article 520. Work from there outwards.

PVC is out 520.5(A)
Hopefully the flexible is not out 520.5(C).
 
Check article 520 to see if portable cord is allowed for this application. CGB connector to a PVC J box lid seems likely to be damaged.
