J-box required behind light fixture canopies?

For some reason, my journeyman thinks a junction box is not required behind light fixture canopies. I know why he thinks that: because we find them done that way all the time. It's pretty common around here.

It is always required for the wire junctions to be fully enclosed inside a box on one side and the canopy on the other side, right? I would like to be able to cite a code section when telling him.
 
The box is required. I'm pretty sure that the instructions for the fixture mention a box too. {110.3(B)}
 
Aha, so even if not required by other sections of the code, 110.3(B) basically says we have to follow manufacturer instructions.
 
(B) Installation and Use. Listed or labeled equipment shall be
installed and used in accordance with any instructions included
in the listing or labeling.
