J Box Sizing 6 awg and lower

So my scenario starts with me using a 24x24x6 junction box all wires in it 6 awg - 10 awg.
Conduits: let say I use only 1 1/2 emt, since it is not 4 awg or bigger can I load this box with lets say 25 1 1/2 pipes? Or since it it a pull box do I automatically use 314.28 for my sizing of the box?

Do I use Box Fill in 314.16? , I know 24x24x6 is 3,456 cubic inches. On table 314.16 6awg is 5 cubic inches. 3456/5=691

Since your conductors are #6 and smaller you use box fill from Table 314.16(B), the size, location and number of conduits is irrelevant.
