Violation: Emergency power isn’t permitted to be connected ahead of the service disconnect.

Connections made ahead of the service disconnect are permitted for legally required and optional standby power systems, fire pump fire alarms, and load management equipment.

Those are the two statements. So "emergency power" and "standby power systems" are not the same thing? What's the difference?

There is art 700 Emergency systems, 701 legally required standby systems and 702 optional standby systems, each with different scope and definitions, though there is a lot of similarities in 700 and 701.
 
Very little of what is called "emergency" in the field is actually an "emergency system" as defined in the NEC. This is an example of why you need to make sure you are using "code language" and not "field language" when talking about code rules.
