 I realize that most utilities use different tables than electrical contractors to determine the size of wire to feed a building. In the town where we have a job, we found out that it was our job to supply & pull the conductors from the pad mount transformer to the utilities supplied meter socket. We are installing a 400 amp panel board from a 320 amp single phase meter. What size feeders would you remend? Thanks a bunch!

The meter socket is the typical changeover point. In your case everything needs to be installed under the appropriate NEC and building codes.

. . .What size feeders would you recommend? . .
We also require the electrical contractor to provide the service lateral for services larger than 1200 amperes. Since you are doing it, your work must comply with the NEC. If we were doing the work, we would install cables that will carry the expected load. If we are wrong, we will replace the cable at no charge. :)

Am I correct that by Table 310.16, 400 AWG with THWN insulation would meet the 320 amp load?

What size main in the 400A panel? If you use a 350A main yes. If you are using a 400A main then you need 500's.

See 240.4(B) and 240.6.
