Jersey Permit and Retro Question

I am bidding on replacing 75 office 2x4 lay ins with T8s my question is do I need a permit since it will be direct replacement and Does anyone think it would be worth retrofitting and rewiring t8 ballasts 277V VS Replacing whole fixture.
 
Contact the local building department and ask them if you need a permit...

...We would likely require a permit for this scope of work here in Florida...

Usually not worth retrofitting and rewiring, do the nunbers on the replacement labor, my bet is it will be up there.

On permirs, you are not running new circuits, just replacing existing fixtures, but it would not hurt to run it by the construction department.

IMHO, you're best bet is to call the AHJ and ask.
NJ allows replacement of fixtures up to 20A w/o the need for permits - but, as your task is not limited to a home (277V, office) the exact language may be different.
I was unable to find an answer - searching online - that I found satisfactory to me.

In the "Summary":
Specifically, the Board is aware that unlicensed individuals are currently replacing ballasts, believing that such conduct falls within the statutory exemption for repairing electrical equipment or apparatus. The replacement of ballasts, which are components of electric- discharge lamps that are used to provide the starting voltage or to stabilize the current in such lamps, however, fall outside the scope of ordinary servicing or repairing of electrical equipment contemplated by the Act. The replacement of ballasts is an inherently dangerous activity for persons not properly trained in electrical contracting because such activity requires the disconnection of live electrical wires. Ballast replacements performed by unlicensed persons have resulted in serious injuries and, in some instances death, to such persons in the past. Therefore, in order to ensure the health, safety and welfare of the general public, the Board is proposing the new rule in order to clarify that the replacement of ballasts is not included within the statutory exemption authorizing unlicensed individuals to test, service or repair electrical equipment or apparatus. Such work, therefore, must be performed by a licensed electrical contractor.

"Servicing or repairing" means restoration or improvement of electrical equipment or apparatus by replacing a component of the electrical equipment or apparatus that is worn or broken such that the electrical equipment or apparatus, once serviced or repaired, conforms to the manufacturer's original specifications. "Servicing or repairing" shall not be construed to permit the replacement of ballasts.

The cost between replacement and repair are very close. Your own numbers will dictate the best course of action based on job conditions, labor and material costs, disposal, etc.
