I've seen worse. In a home. Romex run on wall and then punched back in like in the pic. Exact replacement breakers couldn't be found so someone found some that would fit. One 240 v breaker actually burnt in half and was arcing to the point of making noise when I got there. Breaker came out in pieces. Below me in the basement was a 500 gallon drum with about 300 gallons of heating oil in it, leaking all over.

Yes, it doesn't matter how bad things look when you get there it's how good they look when you leave that counts ( well that and how much money you leave with).
