Jockey Pump & "Emergency" Power

Based on the 2005 NEC articles 695 and 700, is a jockey pump defined as an "emergency" system and can therefore connected to "emergency" power or is a jockey pump defined as a "Legally Required Standby" system?
 
NFPA 20 does not specifically address the electrical supply for pressure maintenance pumps and it has been held by many AHJ's that I have worked with that they do not have to have anything other than normal power. We always install breaker locks on the breakers and color the breaker with red paint or something to distinguish it.
