There are always leaks and losses in a standpipe system so in order to avoid having the eventual pressure drop trigger the big fire pump cycling on and off, a smaller Jockey Pump is used that is triggered at a lower pressure set point.

Ahhhh, higher. If the fire pump kicks on at 140 psig, you want the jockey pump to come on at 150 psig, or thereabouts.
