In my state of Georgia is it every ok to install romex in a commercial building

Call your local inspection department. Some areas around here can be done in romex if they are not in the primary fire district. Construction of the building may enter into the equation.

If your area is using the NEC without changes, then in general NM is permitted in commerical occupancies that are not required to be of fire resistive construction, but watch out for 334.12(A)(2).
