Join MV cable at different size

I saw one of design documents wheere they show new 3/0, 5kV cable connect to an existing 500kcm, 5kV cable at a splice box. I guess they did that because they want to re-use existing 500kCM cable. Will this be legal and comply with code to join two different MV cable size? Does electrician need any certificate to make this transition? Thanks!
 
This is not an easy splice and should be done by a certifed splicer, MV splices and terminations are an art form and when done by un qualified persons they dont tend to last very long. However, there is no law requiring any certifications for the person doing the work.
