Journeymans Licence

I have the offer of a job that includes a lot of travel.They say I must have a state journeymans licence.I work in MD which only has local county journeymans,DE and PA dont have journeymans lic,they told me to try Virginia.The question is could I get a journeymans lic in Virginia while living and working in MD.
