Jumpers with/or star washers

The NEC does not have language that specfic. If you are asking if the metal piping system needs to be bonded across joints, the NEC only states a metallic water piping system. Thre is language in 250 about bonding around devices that can be removed, such as water filters.

Agre with Tom's reply and add...

In typical metal process piping systems with welded metal flange joints, the flange bolts are compliant bonding jumpers.

The NEC does not, but it is a common industrial piping spec. I have read information that suggest that it is counter productive as the toothed lock washer corrodes before the other parts of the connection and does not do its intended job.

It is often intended to provide a bond to prevent static build-up, but is likely not necessary for that purpose. A path of 1,000,000 ohms or less will prevent static build up, and it would be difficult to install a pipe section in an industrial occupancy in a manner that would result in more than 1,000,000 ohms between pipe sections.
