Recently on a few projects it has come into question as to whether or not a junction box for powering office petitions can be located behind the petition? My point of view would be "NOT" as it not considered "READILY ACCESSIBLE" as these petitions in most cases are not easily moved once all the furniture and equipment are in place. Thoughts?

Are partitions bolted down? Then they are permanently installed and would make the Jbox inaccessible, no different than covering with sheetrock, however if partitions are not "permanently" fixed then they are no different than any other peice of furniture, inconvenient put accessible. One time I can think of it would be issue would be if partitions were placed in a way that blocked access to disconnects, I think it would be a violation of working space, I know here the fire inspector would have a conniption over a box or mop bucket in mechanical room blocking access to the panel.
 
They are not bolted down but in order to gain access to the JB you would a couple hours or more to dismantle the petition (see example in the attached, note the infeed location behind the petition )Capture.JPG
 
What do you have, prefab cubicles with flooring? If so what prevents putting box extension making an infloor handhole with floor plate cover? Concerns covered.

There is no flooring, just powered cubicles. there are 30+ on this project. The pic I attached is showing (5) connected together. Not sure what you mean by an extension and floor plate, normally the office petitions come with a power feed in liquid-tight and we install with a 90d connector on a blank plate. Also there is a significant cost installing floor box or poke thru, if that's what you're referring to
