I would like to hang a 4' wrap around over a ceiling box that had a surface mounted incandescent light fixture on it. What is the code section here? Does the box have to be accessible without removing the wrap around? Could I punch a hole in the wrap around and use a chase nipple to feed the fixture for feed through? Comments and suggestions please.

I see no problem with hiding an electrical box with a surface mount fixture. After all, the box can be accessed by taking the fixture off. I would just put a snap in where the wire feeds into the fixture and center it over the box and your fine. Someone stop me if im wrong.

A "wrap around" is a common term for a 1x4 florescent fixture with a plastic lens that wraps up over the edges of the fixture. Yes, you can punch a hole in the back of the fixture to allow access to the box. Many fixtures of this type have a ko for boxes.

If I cover up the JB with the fixture how do I gain access without removing the fixture? I was going to punch a K O over where the fixture mounts over the box and use a chase nipple to pull the feed wires through.

That's the correct answer. It can be behind the fixture.

410.14 ... (B) Access to Boxes. Electric-discharge luminaires (lighting fixtures) surface mounted over concealed outlet, pull, or junction boxes shall be installed with suitable openings in back of the fixture to provide access to the boxes.
The intent is that the full box be accessible. This has been cleared up in the 2005 code with the addition of the following words, "to provide access to the wiring in the box".
