Junction box before meter enclosure?

Im having difficulty finding a similar thread or situation, I have a new meter/panel combo to be installed that’s not capable of accepting a service mast or conduit from above. The plan is to set a metal junction box to the side of the new meter and nipple over into the meter (the mast would go into the top of the junction box). My question is how to properly bond the junction box with service conductors passing through?

The box would be bonded directly to the neutral. You should check with the POCO because they may not allow the box ahead of the meter due to the potential of theft of service.
