Junction box fill

Heres the scenario from today. I'm hooking up a new Panasonic Vent/Light/Night lite combo
Feeding the unit with one 12/2 & ONE 12/3
The J box on the unit is 1.5" x 2.5" x 3" Small
With the pigtails from the Unit plus my wires & wirenuts I'm barely able to close the cover. Its like I got 10 pounds of crap in a 5 pound box!

WHY DOESN"T THE MANUFACTURERs HAVE TO MEET 314.16?

J box =11.25 cuin
 
The JB you descride is hardly 12 cu. in. and it probably has factory conductors and a thermal device in the enclosure not including your NM cables.

I wonder how these combination units ever get UL listed, considering no thought is given to box fill.

The last one I installed was a Broan 732 (fan, light, heater). It was everything I could do to force on the JB cover. I should'nt have installed it.
