I need to relocate a 120/240V 200-amp panel with 44 circuits. Need to install junction boxes to extend wires. Using 6 gang outlet boxes with blank covers for junction boxes would work well. Will I have any problems getting AHJ to approve this installation? Are there junction boxes available that would be better?

Just use the old panel instead of 6 smaller jbox.
Is it that easy? Why are you moving the panel and what will be going back in that space?
Using the panel as a j box is a great idea but not if you need to move the circuits away from where they are now.

The circuits need to be moved. I need to relocate this panel because it does not have the required workspace around it. It is located at the front of the garage; part of the overhead door vertical track is within the workspace of the panel. I need to remove and relocate the panel and install a junction box in its place to splices some of the cables that will not reach the new location. A 6-gang outlet box would have enough room in it to splice the wires that need to be extended. Are there any issues with using an outlet box as a junction box to splice wires?

No, any box will work as long as you follow the fill requirements in Article 314.
