Junction Box for underground wiring

Does the Code allow a PVC box such as a 12 x 12 Carlon box to be used as a junction box when buried face up (cover exposedf) as long as it is not exposed to physical damage or is a Cantex or Quazite type box required ?
 
Please seen section 314.30, the boxes need to be identified for UG Systems, so as long as its not driven over, should be OK...
I have used a lot of the Quazite boxes, they are lightweight easy to drill out sides, but the screw holes for the lid fasteners fill with dirt. they may of solved that.
Our DOT uses what we in the field call WASHDOT boxes, Type I, Type II, ect. They are concrete with steel lid, a type 3 takes 2 to set. But they are readily available out here, and hold up well. I have seen the Quazite box lips crack when driven over.
I would look for an open bottom non metallic box. Use 90 deg sweeps, duct seal up the ends, and fill bottom with pea gravel.
 
Finding those buried jbox’s is my bread and butter! Got two jobs coming up right now where the wiring is burnt up underground, but the boxes can’t be found.
